TOWN OF WILSON CREEK
REGULAR CITY COUNCIL MEETING
October 10, 2019

Council Present: Mayor Kevin Newland, and Councilmembers Scott Mortimer, Kellie Ribail, Debbie Moore, and Keith Jensen. Staff Present: Kaci Anderson, Chris Stout.

  1. Open Meeting: Mayor Kevin Newland called the meeting to order at 6:00 pm and led the Pledge of Allegiance.
  2. Minutes: Motion made by K. Jensen, seconded by K. Ribail, and carried to approve the September 12, 2019, meeting minutes.
  3. Public Comment: None.
  4. Council Concerns
    1. K. Ribail stated she is resigning her position as councilmember, effective January 1, 2020, and supplied written notice stating the same.
    1. It was reported that a street light by the school tennis courts, at 6th and Sprague streets, is not working. Mayor Newland said he could contact the PUD.
  5. Reports
    1. Mayor’s Address
      1.  The Town received the final written report from the state Recreation and Conservation Office regarding the parks assessments. The only thing missing was the metal sign noting the source of funding, which the RCO supplied and Chris will hang at the park.
      1.  Mayor Newland discussed difficulties finding a willing and able candidate to repair the museum double door – most people seem to want to replace it instead. The Council discussed that Chris may be able to make the repairs in-house instead. Council also discussed the possible grant opportunity and suggested requesting $3,000.00.
      1. It was noted that one of the toilet seats in the women’s bathroom at the park was reported to be loose.
      1. The Council discussed the condition of Sprague Street, including drainage basins. Mayor Newland will continue pursuing possible grant opportunities. 
    1. Maintenance/Public Works Report: C. Stout outlined work completed recently, including repairs done to the tractor after getting parts from John Deere. He noted the ball field will be mowed again soon. The street light will be operational again soon as well, as parts were found online to be ordered.
    1. Clerk/Treasurer Report:
      1. Motion made by K. Ribail, seconded by K. Jensen, and carried to approve the Town’s current fiscal status and to pay the October 2019 bills as follows:

K. Anderson noted that the large payables this month are due to the construction payment for the Navar Street project, which will be reimbursed by TIB.

  1. Old Business: The Council discussed the possibility of obtaining a burn permit from the Department of Ecology for areas along Railroad Street.
  2. New Business: S. Mortimer mentioned LED snowflake lights found at Lowe’s. He is willing to purchase them for the Town to be reimbursed. Council approved.

Prior to adjournment, S. Mortimer also wanted to note that the park and ball field look good and the hot water tank in the park kitchen works well.

  • Adjournment: Motion made by K. Ribail, seconded by D. Moore, and carried to adjourn the meeting at 6:43 pm. The next regular council meeting is Thursday, November 14, 2019, at 6:00 pm.
