TOWN OF WILSON CREEK
REGULAR CITY COUNCIL MEETING
February 11, 2021 – remote/online meeting via Google Meet
Council Present: Mayor Kevin Newland, Councilmember Scott Mortimer, Councilmember Raymond Kelby, Councilmember Debbie Moore, and Councilmember Karl Hinze.
Staff Present: Kaci Anderson.
Regular Council Meeting – 6:00 pm
- Open Meeting: Mayor Kevin Newland called the meeting to order at 6:00 pm. Mayor Newland wanted the minutes to reflect that Councilmember E. Justice’s absence at this meeting was in second consecutive unexcused absence. Per the Council’s Rules of Procedure, three consecutive unexcused absences may result in admonition or reprimand.
- Approval of Minutes: Motion made by K. Hinze, seconded by D. Moore, and carried to approve the minutes for the regular meeting on January 14, 2021.
- Public Comment:
- Mr. Mike Conley – property zoning: Mayor Newland noted that, due to revisions in Mr. Conley’s request, the topic of property zoning is no longer an issue and will therefore not be discussed. Mr. Conley supplied a written proposal regarding a home occupation business, as allowed in the current zoning code, for a fenced storage area. K. Hinze asked about fence height; Mr. Conley said he would build a minimum 6’-tall fence, but would prefer 8’. However, this would depend on city code/ordinance and he will build to stay within regulations. After discussion, the Council unanimously approved the home occupation business as presented by Mr. Conley.
- Council Concerns and Issues:
- K. Hinze asked S. Mortimer about the truck discussed at the January meeting. S. Mortimer reported he stopped bidding on the truck at $4,500. He is not sure of the final sale price.

- Mayor’s Address
- Mayor Newland reported a town resident is interested in renting the Town’s backhoe and employee labor, according to the rental fee schedule previously adopted by Council. The resident would like to place a shipping container on their property. S. Mortimer requested K. Anderson research past ordinances regarding building permits and shipping containers.
- Maintenance/Public Works Report: Mayor Newland reported the mower is currently receiving its annual servicing. New street light bulbs were ordered.

- Bills, Checks & Electronic Withdrawal: Motion made by S. Mortimer, seconded by D. Moore, and carried to approve the Town’s current fiscal status as of January 31, 2021, and to pay the February 2021 bills as follows, as well as voiding check number 10609 ($22.94) due to E. Justice’s absence:

- Grant County Board of Health Nominations: Mayor Newland asked for nominations to serve on the Grant County Board of Health. There were none. Mayor Newland will continue to serve on the Board.
- Adjournment: Motion made by D. Moore, seconded by K. Hinze, and carried to adjourn the meeting at 6:26 pm. The next regular council meeting is Thursday, March 11, 2021, at 6:00 pm.
